Economic and social development, with a strong focus on sustainable development, is an effort pursued by many organizations and countries worldwide, including Vietnam. The Vietnamese government aims to maintain sustainable economic growth while achieving progress, social justice, and environmental protection. This includes efficient resource management, proactively addressing climate change, enabling people to unleash their potentials and enjoy the benefits of inclusive development. The goal is to build a peaceful, prosperous, inclusive, democratic, civilized, and sustainable society in Vietnam. Towards sustainable development, Vietnam has established a set of 17 sustainable development goals, based on the goals set by the United Nations, such as eradicating poverty, eliminating hunger, ensuring clean water and sanitation, responsible consumption and production, reducing inequalities, and more.

To assess the implementation of these goals, numerous studies have been conducted by organizations within and outside of Vietnam. However, the specific criteria for measuring sustainable development goals have not been well-defined, making the assessment process challenging. Additionally, most of the existing studies primarily evaluate the overall level of sustainable development at the national level, rather than focusing on specific localities. Therefore, there is a need to develop a set of evaluation criteria and quantify the sustainable development goals to assess, rank, and prioritize specific localities based on scientific and practical values.
